enigma-2 Posted November 16, 2018 Report Share Posted November 16, 2018 It depends on the model year. On my 2009 the power ports are energized when the car is off. As Cosmos36 stated, there's no current flow if the phone is not in the charger. If the phone is in the charger, then it will be charging (at least until the time out occurs on the later models). The amount of current the charger pulls is determined by the type of USB it was designed for. Current chargers draw between 1.0 to 2.1 amps. Mine is always plugged in to the usb port(without a phone attached) but a phone draws so little power that you could probably recharge the entire phone 100 times on a car battery. Power port will deliver an amp. 12 watts isn't much unless it's freezing weather where the battery capacity is already low. Battery monitor should kill it before it getd too low however.
